The increase in piratical actions at sea, and the inability of any government or international body to crack down on violent piracy in national and international waters around the globe, has led many to question why we cannot carry and use an effective deterent, namely firearms, thereby setting an example to those who think that murder and extortion on the oceans is acceptable
