More details from petition creator

If a student or scientist or member of the public wishes to read any of the majority of published scientific papers today and does not own a subscription (costing hundreds of pounds per year), they must be pay the publishing company a fee that typically ranges between £15-£50 for a single article. Since some of the research is actually funded through taxation, open access should become a necessary condition of acceptance of the government grant, making the article free for all. This helps to enable faster, more cost-efficient scientific progress.
