The introduction of the new guidelines would make it illegal to possess or distribute “hacking tools” foe want of a better phrase. This will stop the development of open-source and freeware tools for use in the IT and Security industery. Which in turn would mean that networks do not recive the proper penetration testing 'hacking into a company network with permission in order to detect security holes'

As it stands the practitioners of these tool are w the ones that stand to lose the most if distribution this type of network utilities be banned.
