Over many generations the British system of income tax has grown ever more complex. It is now so far from the understanding of those who pay it, that experts and accountants have to be employed by anyone wishing to make sense of it, or to avoid unnecessary liability to it. It cannot be good in a democracy if citizens do not know what it is that they assent to.
