More details from petition creator

petition to cancel all personal mortgage/secured debt in the U.K. every 50 years Reasons: 1st To remove the fear of homelessness. 2nd Stop asset values falling by forcing a bottom in the market.3rd Bring buyers to the market as owners are free to drop prices. 4th Create a spending boom, no mortgage = more cash to spend. 5th Investors can be reassured by promising an on going cycle of debt cancellation every 50 years and banks would be able to lend on that basis creating a stable market. 6th the current crisis offers an ideal opportunity for the government to show leadership which would help both the people (popular) and the financial markets by offering an opportunity to create a true asset value assessment in which to invest.
