The speed limit of 40mph outside built up area's for commercial vehicles is totally needless on A roads and causes a major road safety problem by encouraging car drivers to attempt dangerous manouvers in the face of oncomming traffic, raising the speed limit to 50mph would have three positive effects,the 1st being at 50mph people will follow the vehicle as it is proceeding at a reasonable pace,the 2nd being that people are less likely to be creating carnage because they feel that they are progressing,the 3rd being the commercial vehicle is running in a more efficient manner so is causing less polution as are the vehicles following
