At the moment, many people are still waiting for the digital signal to be switched on in their area, these people are subsidising the digital channels others are receiving. With final rollout not till 2012 some license payers are going to continue to subsidise these channels for the bext 5 years, surely some sort of discount should be given to those people on a reduced service.
