In the course of their legitimate work, a right safeguarded by human rights legislation, people such as taxi-drivers, mini-cab drivers and delivery drivers have reason to wait from time to time. A physically present traffic warden is better able to assess whether the waiting vehicle is causing an obstruction. If the driver remains in or near the vehicle and is available to move the vehicle quickly if the situation changes, they should only be liable to pay tickets isssued physically rather than remotely by camera.
